Overview

The Suburban Rail Loop East Precincts Standing Advisory Committee was appointed by the Minister for Planning on 1 June 2025.

The Suburban Rail Loop (SRL) will deliver a 90-kilometre orbital rail line connecting Melbourne’s middle suburbs, linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport. SRL East is the first stage of the project being delivered from Cheltenham to Box Hill, with 26 kilometres of twin tunnels connecting six new underground stations at Cheltenham, Clayton, Monash, Glen Waverley, Burwood and Box Hill.

The Suburban Rail Loop Authority (SRLA) has prepared the draft Clayton Structure Plan and associated draft planning scheme amendment GC247 to the Kingston and Monash Planning Schemes. These draft documents are available on the Engage Victoria webpage.

The Minister for Planning referred the Clayton Precinct matter to the Suburban Rail Loop East Precincts Standing Advisory Committee on 7 July 2025. The Committee will provide advice to the Minister on the draft Clayton Structure Plan and planning scheme amendment GC247 to the Kingston and Monash Planning Schemes.

The Committee will hold a public hearing for this matter commencing on Monday 27 October until Friday 14 November 2025. Please see the hearing timetable under “Correspondence” below for more details.
