Overview

The Suburban Rail Loop East Precincts Standing Advisory Committee was appointed by the Minister for Planning on 1 June 2025. The Committee will provide advice to the Minister on the draft structure plans and draft planning scheme amendments for the areas around the future Suburban Rail Loop  (SRL) East stations.

SRL will deliver a 90-kilometre orbital rail line connecting Melbourne’s middle suburbs, linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport.. SRL East is the first stage of the project being delivered from Cheltenham to Box Hill, with 26 kilometres of twin tunnels connecting six new underground stations.

The Suburban Rail Loop Authority (SRLA) has prepared draft structure plans, implementation plans and planning scheme amendments for each SRL East Precinct – the neighbourhoods around the new SRL East stations at Cheltenham, Clayton, Monash, Glen Waverley, Burwood and Box Hill . These draft documents are available on the Engage Victoria webpage.

These documents aim to guide future land use and development and support new housing, jobs and services around the stations. SRLA invited public submissions on these documents in March and April 2025.

The Standing Advisory Committee has not yet received any referrals from the Minister for Planning. This webpage will be updated as referrals are received.

Legal Assistance Service

The Legal Assistance Service is a new 12-month pilot program for PPV hearings, offering no-cost or low-cost legal assistance to eligible submitters. The options for legal assistance can range from preliminary advice, review of documents and assistance with preparing submissions, and representation at a hearing. The scope of assistance and fee arrangements will be discussed directly with the barristers who will be engaged by direct brief.  Foley’s List is facilitating the pilot program.

The Legal Assistance Service aims to assist eligible participants in PPV processes. Foley’s List will discuss next steps directly with those who submit an enquiry form. Further information can be found on our Legal Assistance Service webpage.
