Overview
The Macaulay Structure Plan Advisory Committee (the Committee) was appointed by the Minister for Planning on 22 December 2025 to provide advice and recommendations on the suitability of proposed planning provisions for Macaulay. These provisions are proposed to be implemented via draft Melbourne Planning Scheme Amendment C417melb (the Amendment).
The Minister has referred submissions to the Committee and requested advice on the following specific matters:
- Accommodating growth
- Mix of uses
- Mandatory controls
- Built form controls
- Mandatory floor area ratio (FAR)
- Requirements for new street, laneways and arcades
- Parks and open space
- Development Contributions Plan
- Setbacks to CityLink and Moonee Ponds Creek
- Flooding
- Car and bicycle parking
- Draft Built Form Overlay schedules
- Draft Precinct Zone schedule

Public hearing
The Committee will hold a public hearing commencing on Tuesday 7 April and concluding on Friday 1 May 2026. The Hearing will be held in person at Planning Panels Victoria in Hearing Room 2 (Ground Floor, 1 Spring Street, Melbourne VIC 3000).
