The Sandown Racecourse Advisory Committee (the committee) was appointed by the Minister for Planning on 2 March 2024 to advise on all relevant matters associated with the proposed redevelopment of the Sandown Racecourse, Springvale.

The Proponent is the Melbourne Racing Club who has prepared draft Greater Dandenong Planning Scheme Amendment C229gdan (the draft Amendment). The draft Amendment proposes to introduce a new planning framework for the land to facilitate its redevelopment for predominately residential use supported by community facilities, open space and commercial and retail uses.

Timeline

  1. Initial assessment

    March – April 2024

    The Committee conducted an inception meeting and has written to the proponent to request further work required before public consultation can commence. The Committee has also prepared an Initial Assessment Report (linked below).

  2. Public consultation

    Monday 20 May – 11.59pm Monday 24 June 2024

    The draft Amendment was exhibited for 25 business days.

  3. Directions hearing

    The Committee held a directions hearing on Wednesday 17 July 2024 at 1 Spring Street, Melbourne and online.

  4. Public hearing

    Monday 19 August to Monday 16 September 2024

    Most hearing days will be held at 1 Spring Street, Melbourne (Ground Floor, Hearing Room 1). On Tuesday, 10 and Wednesday, 11 September 2024 the hearing will be held at the Greater Dandenong Council Chamber, 7/225 Lonsdale Street, Dandenong.

  5. Outcomes

    November 2024

    The Committee will prepare a final report with advice and recommendations for the Minister for Planning. The Minister for Planning will make the final decision on whether the draft Amendment should proceed, and if so, in what form.
